Workers' & Unemployment Compensation Program

The Greater Cleveland Automobile Dealers’ Association has taken a turnkey approach to servicing the Workers’ and Unemployment Compensation needs of member dealers.  Instead of using a traditional third-party claims administrator, GCADA has built an in-house program to better serve the membership.  The organizational structure allows the GCADA team to proactively evaluate each claim component individually and collectively to minimize or eliminate the potential future financial impact on member dealers.  GCADA’s proven formula of success is attributed to case management conferences with member dealers that swiftly address all angles of the claim.

In addition to group rating, the GCADA Workers’ and Unemployment Compensation program offers a number of innovative services to reduce Workers’ and Unemployment Compensation expenses.  Below are detailed descriptions of the services included in GCADA’s Workers’ and Unemployment Compensation Program.

WORKERS’ COMPENSATION COVERAGE

  • Representation by attorneys at hearings on claims before state agencies, including legal consultation at administrative levels of claims.
  • Assistance in coordinating personalized Safety and Loss Control and Transitional Duty programs.
  • Claims cost analysis of ALL lost time claims to minimize or eliminate future impact through salary continuation, lump sum settlement and handicap reimbursement options. Consultation regarding administrative issues; with a complete overview of internal procedures, policies and practices, and labor related issues as they specifically apply to industrial injuries and the automobile industry.
  • Defense and a complete investigation of ALL contested claims to determine compensability; this includes interviews with witnesses, supervisors and dealership personnel in addition to securing pictures/evidence when applicable.
  • Securing complete past and current medical records that are relevant to contested claims and pending issues.
  • Expediting rehabilitation efforts and utilization of the state surplus fund.
  • Arranging for discounted defense medical examinations and medical records reviews.
  • Claims management meetings with Managed Care Organization (MCO) on ALL active/pending claims including audit of medical bill payments.
  • Mid-year and year-end management reports providing a comprehensive breakdown of all claims, including medical costs, lost time compensation, reserves and BWC expected loss rates.

WORKERS’ COMPENSATION GROUP RATING PROGRAM

Qualifying members of GCADA can save up to 53% off of Workers’ Compensation premiums (Effective July 1, 2012).  GCADA, under regulations from the Ohio Bureau of Workers’ Compensation (BWC), is able to group rate its members and spread the risk accordingly to save your dealership premium dollars.

To qualify, you must be a member of GCADA and have a good loss experience in recent years with the BWC.  The fee to participate in the GCADA Workers’ Compensation Group Rating Program is one of the lowest in the state.  Your dealership does not need to worry about bothersome paperwork and filing with the OBWC.  The GCADA Workers’ Compensation team will handle all of that for you.  If your dealership does not qualify for the program, we will investigate alternative rating programs on your behalf.

RISK MANAGEMENT

With the in-house Workers’ Compensation Program, our goal has always been to achieve the complete management of total costs incurred in industrial claims to increase premium savings for member dealers.  By utilizing wage continuation and aggressive transitional duty programs, we have succeeded in cutting the amount of lost time compensation paid by 50%.  Through loss prevention training by the GCADA SAFE program and our aggressive claims management strategies, we have worked with our Managed Care Organization (MCO) and the BWC to control the costs of our claims.  By reducing periods of disability through swift return to work practices, together we are able to control the majority of the costs seen in a claim.

Our aggressive in-house program, legal representation, and support by our MCO allows your Association to take proactive steps toward our ultimate goal of maximizing Workers’ Compensation savings for our member dealers.

UNEMPLOYMENT COMPENSATION COVERAGE

Consulting with you, reviewing the key concept of unemployment cost control, developing procedures for important pre-claim practices, the procedures of unemployment claims and methods of documentation, which will support dismissal before the state unemployment agencies.

Assist you in developing procedures which:

  • Access payroll and separation information accurately and with appropriate detail to satisfy state agencies’ time limits, protecting your unemployment experience or reimbursement liability.
  • Verify the potential liability of a claim and audit subsequent determination.
  • Verify claimant’s eligibility for benefits, audit amounts paid and benefits charged, and complete necessary objections with the state agencies.
  • Coordinate the investigation, as necessary and appropriate, of questionable claims.
  • Assist you with protest, request for reconsideration, and appeals before the state agencies.
  • Consult with you concerning tax audits, make recommendations, and assist with any protests or appeals of rate determinations and notification of charges.
  • As requested, complete analysis and recommend advisability of voluntary contributions or the development of common ratings.

The GCADA Workers’ and Unemployment Compensation Program coverage is extremely comprehensive.  This coverage assures your dealership will be protected in the event of fraudulent claims against your dealership while complying with the State of Ohio Workers’ & Unemployment Compensation Bureau laws and regulations.

This enables dealers to better control expenses and has quickly gained a reputation as one of the most aggressive and cost-effective programs in the industry.  As a member of the GCADA, you are eligible to participate in the GCADA Workers’ and Unemployment Compensation Program, a service offered to members since 1974.  Consultations are available at no additional cost to address these services and help your dealership maximize the benefits of the program.
